"Create a reinforced concrete pipe straw over the well starting with 6ft dia nested within 8ft dia nested within 10ft dia nested within 15' (the largest available; offset each pipe by half their length and fill spaces with concrete for the lower 1000ft to get rigid foundation with lowest pieces assembled on deck prior to lowering over oil well - then lower pieces one by one all four layers in whatever sequence works best - concrete pipe has a natural flexibility in its joints that will work with the currents - but stabilizing guides may be required- once above the surface, pressure will deliver the oil to waiting tankers - concrete straw can remain as permanent solution and be removed after depletion."

NY Times: "Officials Back to Gulf as Frustration on Spill Spread"

WASHINGTON — "Under increasing criticism for not moving more aggressively to halt the oil gusher in the Gulf of Mexico, President Barack Obama sent three cabinet members to the area, examined possible new remedies and formed a special commission to investigate the disastrous leak and “make sure it never happens again.”

EPA Chief Goes to Louisiana

"The head of the U.S. Environmental Protection Agency will visit Louisiana today as the government continues to monitor BP Plc’s use of chemicals to try to stem the effect of oil leaking from a Gulf of Mexico well.

Administrator Lisa Jackson is scheduled to visit the oil- spill command center in Robert, Louisiana, as well as Venice and New Orleans, the EPA said in a statement yesterday. The agency said it is working with BP over the choice of chemicals, known as dispersants, that have been used in the Gulf to break up the oil and minimize its effect on the coasts."

Obama establishes Commission on April 20 Gulf Spill

WASHINGTON – In this week’s address, President Obama announced that he has signed an executive order establishing the bipartisan National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling with former two-term Florida Governor and former Senator Bob Graham and former Administrator of the Environmental Protection Agency William K. Reilly serving as co-chairs.

Gov Flow Rate Report Due Tomorrow

"Pushing back against critics, BP PLC said estimates based on the width of the 19.5-inch pipe aren't correct because the opening was narrowed by about 30% in the accident, plus the flow has been reduced by 10% from a broken drill pipe inside the riser. About half of the flow coming from the pipe is natural gas, not oil, the company said. ... Thus, some third-party estimates of flow, which assume a 19.5-inch diameter, are inaccurate," BP said.

The U.S. government's set up a Flow Rate Technical Team to develop a more precise estimate of the flow, BP said.

Agencies involved in the project include the Coast Guard, the National Oceanic and Atmospheric Administration, the Minerals Management Service, the Energy Department and the U.S. Geological Survey.

The team's mandate is to produce a report by close of business on Saturday, BP said."
