"Create a reinforced concrete pipe straw over the well starting with 6ft dia nested within 8ft dia nested within 10ft dia nested within 15' (the largest available; offset each pipe by half their length and fill spaces with concrete for the lower 1000ft to get rigid foundation with lowest pieces assembled on deck prior to lowering over oil well - then lower pieces one by one all four layers in whatever sequence works best - concrete pipe has a natural flexibility in its joints that will work with the currents - but stabilizing guides may be required- once above the surface, pressure will deliver the oil to waiting tankers - concrete straw can remain as permanent solution and be removed after depletion."
